DescriptionGeneral Purpose of Job: This position is responsible for performing construction, maintenance and service restoration on both energized and de-energized overhead and underground distribution and transmission lines and facilities; assist in planning jobs to ensure compliance with safety and construction standards; drive and operate line vehicles as well as assist in stocking trucks with tools, parts and equipment.Essential Duties and Responsibilities: This description is intended to indicate the kinds of tasks and levels of work difficulty required of the position given this title and shall not be construed as declaring what the specific duties and responsibilities of any particular position shall be. It is not intended to limit or in any way modify the right of management to assign, direct and control the work of employees under supervision. The listing of essential duties and responsibilities shall not be held to exclude other duties that may be assigned based on the needs of the Cooperative.1st Classo Safely construct, maintain and restore all phases of electrical line construction which includes residential, commercial, overhead and underground, and transmission facilities, as directed. Climb poles of all types as needed and perform jobs off the poles including changing out cross-arms, transformers, conductors, etc. as needed.o Perform work on energized lines and switching operations, as directed.o Drive and operate bucket truck, digger-derrick, trencher, forklift and other equipment needed to frame and set poles, lay wire, tie wire, connect and disconnect services, etc.o Patrol and inspect lines for problem areas; be alert to observe any unsafe or unsatisfactory condition and report problems in a timely manner.o Assumes responsibility and maintain assigned tools, materials and equipment in a safe and efficient condition. Maintains vehicle and ensures vehicle is stocked with proper material.o Use specialized hot line tools and equipment for restoration of service, as required.o Respond to power outages and customer problems; trouble shoot and take proper corrective action to restore service in a timely manner.o Handle outages by locating and clearing line trouble; reset sectionalizing devices and complete outage reports and damage reports, as required.o Respond to customer inquiries in the field and refer them to the proper area for assistance, as needed.o Maintain required records, accurate daily time sheets and charge time to proper accounts.o Maintain adequate clothing and personal protective equipment for purposes of health and safety protection.o Maintain current knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position.o Guide and assist in training apprentice line personnel.o Ensure work locations are left in a condition appropriate for public safety and customer satisfaction.2nd Classo While receiving supervision, perform the following duties to include, but not limited to:o Assist journeyman technicians in the safe construction of all phases of electrical line construction which includes residential, commercial, overhead and underground facilities, as directed.o Climb poles as needed and perform work off the pole including changing out cross-arms, transformers, conductors, etc. as needed.o Perform work on energized lines on 600 volts and below, without supervision as directed.o Perform work on energized line on voltages above 600 volts, with supervision as directed.o Drive and operate bucket truck, digger-derrick, trencher, forklift and other equipment needed to frame and set poles, lay wire, tie wire, connect and disconnect services, etc.o Maintain assigned tools, materials and equipment in a safe and efficient condition.o Maintain line vehicle and ensure the truck is stocked with proper material.o Use specialized hot line tools and equipment with supervision, as directed.o Maintain required records, accurate daily time sheets and charge time to proper accounts.o Maintain adequate clothing and personal protective equipment for purposes of health and safety protection.o Maintain current knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position.o Assume responsibility for assigned tools, materials and equipment and maintain in a safe and efficient condition.o Continue to obtain knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position.o Ensure work locations are left in a condition appropriate for public safety and customer satisfaction.o Respond to customer inquiries in the field and refer them to the proper personnel for assistance, as needed.


RequirementsEducation and Experience:Required for 1st & 2nd Classo High School diploma or GED.Preferred for 1st and 2nd Class:o Job experience with a distribution electric utility or related industry.o Qualification in transmission line work.Required for 1st Class:o Certification as a Journeyman Line Technician from an accredited line worker apprentice program with a minimum of one year experience as a fully qualified Line Technician 1st Class/Journeyman or equivalent.o The equivalent job experience without the Journeyman Certification for consideration will be a minimum of five (5) years combined progressive experience with one or more electric distribution companies or utilities.o Experience in overhead and underground distribution construction, maintenance and troubleshooting.Required for 2nd Class:o Line apprenticeship training or other related continuing education required for progression in classification.o Minimum of two years progressive experience in the construction, maintenance, installation/removal of equipment on overhead or underground distribution electric facilities.Knowledge, Skills and Abilities:1st Classo Thorough knowledge of construction, operation and maintenance of all overhead and underground electrical distribution facilities and transmission line equipment as well as substation equipment and operation; clearances, working space and maintenance requirements by the National Electric Safety Code, OSHA requirements and familiarity with the National Electric Code.o Solid understanding of electricity, mathematics and reading comprehension.o Ability to demonstrate the following skills to include, but not limited to:o Strong aptitude with materials and equipment utilized in the construction and maintenance of overhead feeders and tap-level installations and ability to perform productive line work.o Proficient in the safe use and operation of digger-derricks, bucket truck and other related electrical construction tools and equipment.o Demonstrated skill in pole climbing and working from a bucket; ability to perform first aid, CPR and pole-top and bucket rescue.o Understanding and ability to interpret line construction drawings; acquire knowledge of SECO Energy's switching and tagging procedures, RUS construction units, material components and assembly specifications2nd Classo Demonstrated aptitude and commitment to successfully progress in the classification within prescribed time frame for qualification through testing and observation to advance to the position of Line Technician 1st Class within eighteen (18) months.o Ability to acquire and demonstrate acceptable knowledge and skill of the following, to include but not limited to:o Proficiency in electrical math, reading and writing skills and a clear understanding of electricity and distribution power.o Understanding of construction, operation and maintenance of energized and de-energized overhead and underground electrical distribution facilities; clearances and working space requirements by the National Electric Safety Code, OSHA requirements and familiarity with the National Electric Code.o Read and interpret line designs; knowledge of material components, assembly specifications and equipment utilized in the construction and maintenance of overhead and underground construction.o Safely operate digger-derricks, bucket truck and other related electrical construction tools and equipment.o Skill and ability to perform productive line work on 600 volts and below, without supervision; and perform productive line work on voltages above 600 volts, with direct supervision.o Skill in pole climbing and working from a bucket; perform first aid, CPR and pole-top and bucket rescue.o Acquire knowledge of SECO Energy's switching and tagging procedures.1st & 2nd Classo Ability to operate a variety of office equipment including personal computers with ability to enter and extract data; printers, telephone, radio communications equipment; and ability to acquire skills in the use of applicable corporate software programs and Global Information Systems (GPS) as they relate to the position.o Effective communication skills including written, verbal and listening and a customer service attitude to interact with employees, management, contractors, customers, and the public.o Ability to work independently and in a team environment to accomplish established goals and meet deadlines; to manage stress and pressure in a frequently changing environment.o English is the primary business language. Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.This position has extensive driving and field work and is required to climb poles and work at elevated heights; physical strength and ability to do strenuous manual work under varying weather conditions; wear specialized protective or safety equipment; operate heavy machines and equipment, power and hand tools. Work performed is in close proximity to hot line construction and maintenance of energized conductors and is occasionally exposed to inclement weather conditions and risk of electrical shock. The employee is occasionally exposed to high, precarious places or confined spaces; fumes or airborne particles; toxic or caustic chemicals. The noise level in the work environment is usually moderate to loud.
